The agent reads official, no-key sources first (Congress.gov, the Federal Register, the UK Parliament Bills API, European Parliament, Commission and Council press, UN press, governors' newsrooms, and every feed it has added to its sources table), then searches the news and proposes new items, which stay unverified until checked. Every fact change is kept in an append-only change log.
